1. Industries should play a key role in rulemaking regarding WMD nonproliferation, because industries can identify a suspicious order.

3. Civil society has contributed greatly to the implementation of the 1540 resolution requirements, and its participation in the process should be expanded further.

4. The 1540 UN resolution build a broad network between non-State stakeholders. Namely, 40 regional and subregional organizations established an effective cooperation under the resolution.

5. The primary responsibility of fighting WMD proliferation lies on UN Member States. But the implementation of the resolution’s key requirements is governments’ responsibility.

6. Regional approach regarding WMD nonproliferation is crucial, especially in Northeast Asia and the ASIAN states.
