Mr. Robert A. Manning is Senior Fellow at the Atlantic Council. He served at the U.S. Department of State from 2001 to 2008, on the policy planning staff and as Senior Counselor for energy, technology, and science policy, advising on such issues as North Korea’s and Iran’s nuclear program. From 1997 to 2001, he was Director of Asia studies and a Senior Fellow at the Council on Foreign Relations, where he directed Independent Task Forces on Korea and Southeast Asia. He is the author of The Asian Energy Factor (Palgrave/St. Martins, 2000) and published extensively on nuclear weapons, energy security, Asian security issues, and Northeast Asia.
