Mr. Khlopkov is the director of the Center for Energy and Security Studies (CENESS). Previously, he worked for the Center for Policy Studies in Russia, serving as the executive director from 2007-2009, and was a visiting fellow at the James Martin Center for Nonproliferation Studies (CNS). He serves on the advisory board of the Security Council of the Russian Federation and is the editor-in-chief of the Nuclear Club Journal and the Nuclear Nonproliferation Encyclopedia. He is the author of Iran’s Nuclear Program in Russian-American Relations and a coauthor of Arms Control and Missile Proliferation in the Middle East; Nuclear Reset: Reduction and Nonproliferation of Nuclear Arms; and At the Nuclear Threshold: The Lessons of North Korea and Iran for the Nuclear Non-Proliferation Regime. He graduated from the National Research Nuclear University (MEPhI).
