Dr. Kim is a professor of International Relations at the Graduate School of International Studies (GSIS), Korea University since 2007. He recently served as a Vice Minister of Foreign Affairs and Trade, Ministry of Foreign Affairs and Trade from February 2012 to March 2013. Before entering the government, he was a professor and associate dean at GSIS and director of the Ilmin International Relations Institute at Korea University. He was also a professor from 1994 to 2007 at the Institute of Foreign Affairs and National Security (IFANS). Prior to that, he worked as a research fellow at the Institute of Social Sciences and as expert advisor to the Prime Minister’s Committee for Globalization (1992-1994). Dr. Kim has served in various leadership and advisory positions in both academia and the government. After the Cheonan incident in 2010, he served as a member of the Presidential Commission for National Security Review and the Presidential Commission for Defense Reform. He advised the Foreign Relations Committee of the National Assembly, the Ministry of Unification, the Ministry of Defense, and the National Intelligence Service. Dr. Kim also actively participated in the Presidential Advisory Council for Foreign Affairs and National Security (2008-2012). Dr. Kim specializes in U.S. foreign policy and international security and received his Ph.D. from the University of Texas at Austin.
