It is difficult to ignore North Korea when we consider the ROK-US alliance. North Korea’s continued provocations serve as an important reminder to South Korea, the United States, and the world about the importance of the alliance. No problem in the world is as intractable as the one posed by North Korea. It has been twenty years since confrontation was seriously considered and engagement has proven largely ineffective in changing North Korea’s behavior. The inability to resolve this issue leaves great power politics, nuclear weapons, and humans rights as outstanding issues with which the alliance must grapple in its ongoing approach to North Korea and the region.
