Jack Spencer

Mr. Spencer is a senior research fellow at the Heritage Foundation. Previously, he worked on the commercial, civilian and military components of nuclear energy at the Babcock & Wilcox Companies. He also testified before Congress on topics, including nuclear loan guarantees and international implications of the growth of commercial nuclear power. Much of his work centers on nuclear waste management, technological advances, industry subsidies and international approaches to nuclear energy. He received his B.A. from Frostburg State University and M.A. from the University of Limerick.
