Navy Senior Capitan Liu is Deputy Director of the Center for Defense Economic Research at the PLA National Defense University in China. Previously, he was a Visiting Research Fellow in the Foreign Policy Studies Department at the Asan Institute for Policy Studies in Seoul, Korea. His research interests include national defense economics, national defense industry, military procurement, regional security, and economic development cooperation. Dr. Liu served the Navy unit of China’s People’s Liberation Army (PLA) and was a United Nations Military Observer for the United Nations Mission for the Referendum in Western Sahara (2005-2006). Dr. Liu is the author of Defense Industry Regulation (Financial Economics Publishing House China, 2012) and the translator of Maurice Isserman’s book, America at War: World War II (Contemporary China Publishing House, 2005). He received his Ph.D and M.A. in economics from PLA National Defense University and his B.A. in philosophy from East China Normal University.
