Asan Plenum

This panel brings together Russian, American, and Pakistani experts to discuss the in-force New START Treaty between the Russian Federation and the United States. Each state entered into the treaty with expectations and concerns but an understanding of the treaty’s full impact on related security, arms control, and nonproliferation issues remain. For example, what is the treaty’s impact on the general concept of strategic stability? Does it weaken or improve it? Are the treaty’s monitoring and verification measures adequate enough to meet each party’s expectations? How does the treaty impact plans to build effective ballistic missile defenses? What impact does the treaty have on the modernization or up-grading plans of Russia and the United States? How does the treaty move the two states closer on the broader issues of arms control? Does it provide a useful step towards future arms control efforts, such as for nonstrategic nuclear weapons? How does the treaty help improve efforts to halt the proliferation of nuclear arms and technology? How do non-declared nuclear powers view the arms control process and results achieved by declared powers? These are only some of the issues that the panelists may discuss in what should be a dynamic exchange between themselves and the audience.
