1. Nuclear safety and nuclear security are two different concepts with the same goal: protection of the population and/or the environment from incidents.
2. Safety and security are often approached from different perspectives, but we need to look at them through a more joint approach.
3. Concrete steps need to be taken to ensure that both the safety and security regimes are sound from international, national, institutional, and engineering angle.
4. The Fukushima incident demonstrates the vulnerability of power plant systems to not only safety incidents, but security incidents as well.
