Professor Tsai is the director of the Center for Contemporary China Studies and Center for Comprehensive Japan Studies and also a professor of the Graduate Institute of International Politics at National Chung-Hsing University. His research focuses on international relations, East Asian studies, Chinese Foreign Policy, and Cross-Strait Issues. His recent publications include China’s New Diplomacy (2008, 2011), A Global Journey of Democracy (2009), and Political Economic of East Asian Regional Development (2007). He has also published over one hundred papers in various domestic and international journals. He received his Ph.D. in international politics from National Cheng-Chi University.
