Concurrent Session 2-1 -"Protectionism or Free Trade?"

Mr. Clark Packard is a research fellow at the Cato Institute. He researches international trade and investment policy with an emphasis on the U.S. economic relationship toward Asian countries. Prior to joining the Cato Institute, Mr. Packard was a resident fellow at the R Street Institute and the National Taxpayers Union. Prior to those roles, he served as assistant counsel and policy adviser to then-South Carolina Governor Nikki Haley. Early in his career, Mr. Packard spent three years in private legal practice. He is an official contributor to Foreign Policy magazine and has written for a number of other prominent publications, including National Review, Lawfare, The Bulwark, Business Insider, The National Interest, and many more. He is currently finishing a book for the Cato Institute’s new Defending Globalization series. Mr. Packard received his J.D. from the University of South Carolina School of Law.
