Georgy Toloraya

Plenary Session 4 - "Dealing with North Korea Nuclear Threat"

Professor Georgy Toloraya is the Director of Institute of Economics of the Russian Academy of Sciences (RAS). Previously, he served as a member of the UN Security Council’s Expert Panel Overseeing Sanctions against the Democratic People’s Republic of Korea and worked for a number of academic institutes, including the Institute of World Economy and International Relations of the Russian Academy of Sciences (IMEMO) and the Institute of Economics at the RAS. He also served as a Visiting Fellow at the Brookings Institution from 2007 to 2008. He has published many articles and books on East Asia and global processes. He served two postings in North Korea, at the Russian Foreign Ministry, and was the Deputy Chief of the Russian Embassy in South Korea. He also worked as the 1st Asian Department Deputy Director General of the Consul General of Russia in Sydney, and held the rank of Minister. Since 2019, he has resided in New York, consulting the United Nations. Professor Toloraya graduated from the Moscow State Institute of International Relations (MGIMO) in 1978, earned his Ph.D. in 1984, his Doctor of Economy in 1994, and his Full Professor degree in 2002.
